Sinestro -- Hal Jordan's former mentor and arch-nemesis -- has gathered an army of soldiers fueled by the fear they instill in others, consisting of Arkillo, Karu-Sil, the Cyborg-Superman, and hundreds more of the most terrifying villains the universe has ever seen! Former Green Lantern Kyle Rayner has been possessed by the entity known as Parallax and now assists the Sinestro Corps in cutting a swath of evil across the universe. Trapped in the depths of the Sinestro Corps' Citadel and face-to-face with the Guardian of Sinestro's army of fear, Hal Jordan must find the will-power to battle these terrible foes. Green Lantern (vol.4) #18 “Mystery of the Star Sapphire, pt1” 

This issue is part of the arc that details the origin of the Star Sapphire Corps. For our purpose, it also contains the story, “Tales of the Sinestro Corps: Despotellis Spreads Fear.” (Despotellis is a virus that has a Sinestro Corps yellow ring)

Green Lantern (vol.4) #19 “Mystery of the Star Sapphire, pt2” Continues the origin of the Star Sapphires. This also contains the story, “Tales of the Sinestro Corps: Never Alone Again.” This story focuses on Sinestro Corps member, Kari-Sil. 

Green Lantern (vol.4) #20 “Mystery of the Star Sapphire, pt3” Contains the story, “Tales of the Sinestro Corps: The Fear Within”; this one is about Bedovian (GREAT origin story)

Main Sinestro Corps War Story:

The numbering of this event gets weird. The 1st issue below, Sinestro Corps Special, is a prologue to the event. But in the subsequent numbering of the issues, this actually counts as issue #1.
